I am planning to configure DHCP relay on Fortigate 200F and point it to multiple DHCP servers, however I wanted to know if the second DHCP server mentioned will be considered as Standby or active DHCP server?
The reason I am asking this is because we need to have a primary DHCP server and a secondary DHCP server (standby). We only want the primary one to respond to DHCP requests always and the Standby to respond (only when Primary DHCP server is unavailable).

I think failover scenario is not possible for DHCP server through fortigate.
Instead you can add multiple DHCP servers as relays and foritgate will send dhcp broad cast to all servers, client will accept the ip address which it will recieve first:
