How do you ban combination words?

I see that you need to ban phrases that you need to use a dictionary in FortiMail.  How do you ban a combination of words?  For example, I want to ban "medicare" "open" "enrollment" words in the sender, subject line, and/or message body.  Sometimes the messages have hyphens between them and sometimes they just have spaces.  These emails are from non-active domain names so putting them in whitelist won't affect filtering.  We are getting more or these emails.

Than you can  block phrases  like what  your proposing.
