I have question how prevent users to connect to site via ipsec vpn from local lan? Example: notebook user with wi-fi connected to local lan connecting by mistake by L2pvpn to site.

I would assume the same local-in policy blocking method would work for policy-based IPSec (L2TP over IPSec uses), which I suggested to someone yesterday for a regular interface-based IPSec.

you can try specifying the source subnet you don't want to be accessed from and set service as "IKE" then "deny" for action. As in the online help doc, the default behavior is all allowed, so the rest should be able to establish VPN from outside.
