Higher AP speed

My environment has 389 AP's.  They are models 221E and 231F.  All have a 1 gig wired connection but seem to not getting much higher download speed of about 130 MB.  This does not matter what type of device I run the speed test with. All AP's have the latest firmware.  Is there some where in the FortiGate that is limiting the download speed?  I am fairly new to FortiAP, been using them for only about 2 years.  What am I missing?
