we are currently experiencing high cpu utilization on our Fortigate 300C. How can we check to see what resources, policies is causing this. Thanks!

Login to console and type:
diag sys top 1
This will list the running processes and their memory and CPU utilization with a refresh rate of 1 second.
Press "q" to return to the command prompt.

That command doesn't work.
Have a look here for the syntax.
It should work.
Command will not work in a VDOM environment unless you login to the root VDOM.
So how do I get access to that?
type con g and enter
then diag sys top 5 20

Why you have $ you are not logged as superadmin ?
As i can see you are not having vdom
log in as superadmin (#) and then
diag sys top 5 20
