Hello New forum user. Have need of assistance.

I am a fortinet router/firewall newbie.

 

I am trying to port forward two specific ports to use Geovision  GV-VMS 14's video out to the g-eye software.  The fortinet I have is a 60c and its running an old 4.0 firmware. I have attempted to create the virtual ip's and policies using two ports 554 and 56000 which are required for the mobile app to see the streaming.  I created a policy. Followed written directions.  I am at a lost, when I do remote port scans it either says closed or open/filtered.  I know the ports are not closed on the isp side, I verfied with them . It is a static ip for internet connection.  The geovision pc is a demonstration pc, and I could care less if it is even firewalled right now. Is there a way to just open up a single local ip address to be wide open on the fortinet? Advice and assistance to either possibilities are greatly needed/appreciated.
