Header and Footer Policy, Policy Blocks

Dear People,

in some situations you need one or two policies to block or steer something.

I learned in NSE, that you can use Header and Footer Policys. 

In our FortimanagerCloud, I could not find the posibilty to create Header or Footer Policys to install on Fortigates on same time and fast.

We use the ADOM in "Normal" Mode. Is with this settings possible to use Header or Footer Policys?

I could find Policy Blocks,
Can I use this posibility for similar purpose to make a block policy for all Fortigates?
