i have two fortigate which are clustered itother via HA in HQ datacenter , they are gateway of servers . now i am going to build DR site which will be remote office and where averything will be mirror of the main server room and these offices will be connected itother via LAYER 2 DARK FIBER (in server switches) . i need that when main office turned off for some disaster , DR office fortigate become gateway of my servers .
i thought that VRRP will be a best choice , but vrrp is not working properly . what do you think how can i build my topology , so that when primery office had down , DR fortigate will become active , is it possible to cluster DR Fortigate and main fortigates together? I have only one DARK FIBER OPTIC which is between server switches of HQ and DR

May I know if FG1 and FG2 are the same Fortigate model with the DR? If yes, you can take a look on the cookbook below. You may need a separate VLAN for the Heartbeat and connect all of the HA ports.
You can also take a look on FGSP HA. It might be helpful on your design.
