in my fortigate 40F, I blocked all proxies (vpn)
To my great surprise, the PROXY MASTER VPN app works and lets all restrictions pass.
How to block it?

Make sure your application signatures & ISDB def are up to date.
If it doesn't fix, do you see this application in your traffic log?

yes currently all signatures and isdb are up to date.
The first instinct I had was to look for the application in the traffic log but I didn't see it.

Which security profile are you using to block proxies? You can use application control to block Proxy category.

Are you using deep inspection? You might need to enable deep packet inspection in order to block it.

If traffic log doesn't show the application then it is not detected.
In application signatures I see that this app doesn't need deep inspection, but you can try it just to see if it does the job.
In case deep inspection doesn't help then I guess your app can be a new release that has new app signature not recognized yet by the current FG app signatures.
