can I use on FGT 1100e the two Mgmt/HA ports, both for HA only?

Yes, you can use both MGMT/HA ports solely for HA, ensuring better HA performance and redundancy. Just remember to configure another interface for management access if needed.

As the original discussion indicates, multiple HA connections wouldn't improve performance. It's just for redundancy as only one of them is elected for the heart-beat.
