Fortinet blocking images on email from downloading on outlook

Hi I have this small issue regarding outlook 2010, when I set the computer on full access on ipv4 policy on fotinet it receive images (ex. email signatures) on outlook just fine but when I set the computer on default policy it won't download images on emails preventing the user to reply on those emails with images because it will freeze when you try and send it.

I was wondering if there's any tweak on this because I don't want to give full access on this computer. Everything works fine on the computer on default policy it's just the outlook issue. 

Not really knowleageble on fortinet so I hope someone can help with this,
