I've found the information about VLAN interfaces in "The FortiGate CookBook" brochure page 75.
But why I can not to add a new interface VLAN-type in Fortinet 40C? There is not such menu in "System > Network > Interface".

Not in front of my own 40C at the moment, but I recall you have to create them via the CLI.

That is correct. Some features were removed or hidden in the CLI on the smaller units. The FG30D for example runs "GUI Lite". This can be disabled though.

We order them in bulk through Fortinet's Sales directly, but delivered via one of distributors. We were told to order FWF40Cs instead.
