Absolutely normal, yes. To see who made the changes please review the Policy Revision on Fortimanager.

Ideally admins making changes should be the ones pushing them out. Otherwise you will have many changes stacked and pushed at once and harder to troubleshoot issues if they occur.

Can you clarify exactly what you mean by who the "author" of the changes is and how the "requester" is? Are you saying the "author" is the person who made the changes and the "requester" is the person who pushed them to the devices? Please clarify...
