Fortimanager trouble checking Shadowed Policy

Hi everyone.

How solve problem fortimanager checking shadow policy? next example 1 rule permit access from GUEST vlan to the one local host(10.0.0.10) 2 rule deny access from GUEST vlan to the RFC1918 3 rule permit access from GUEST vlan to the all internet and last default rule fortimanager deny all to all Fortimanager not allowed apply this rules, becouse think this shadow policy

Solve this problem follow - disable shadow policy in ADOM settings
