I have managed to resolve the issue, i log into the asset managment,changed the ip in the FORTIVM asset to the one i have setted in my VM, and redonwloaded the licence file. After i uploaded in the VM , and a while more for the updates, it worked as a charm

You may consider to sniff FortiManager traffic on FortiGate side and check for anomalies (whether TCP/TLS sessions are established, certificate looks good, MTU, etc.).
