Hi,
We have Fortimanager VM v5.6.7 and have been adding Fortigate devices up to our device license limit. Having to add two more production Fortigates, we reviewed our devices and have Deleted several test Fortigates from FMG. The total number of devices is 5 less than our license limit.
So, we then tried to add the new Fortigates and received a license limit exceeded error. We cannot add any devices, even though there should be room for 5 more.
Has anyone seen this problem?

Check whether the new FortiGates have VDOMs enabled. What really matters is the # of VDOMs.
In the FMG CLI, check "diag dvm device list".
Some things to check:
1) Rebooted FMG after applying license (pretty sure it forces you, but just in case)
2) Each VDOM counts as a device towards the license - do the new firewalls you are trying to import have more than your limit allows?
3) Devices in the root ADOM in Unregistered state count towards the device license

After checking both diag dvm device list and looking into the root - unregistered devices I was able to find which devices were consuming the "extra" licenses. Addressed these and then were able to add the two new production firewalls.
