When running in server mode (not relevant for TP or Gateway), the 3000D supports 3000 mailboxes/configured users.

These values are for the email processing in Gateway/TP mode when the recipient mailserver is available as in this case, the mail will be proxied without any queuing.

at first thank u for ur response but i don't undestand first point about number of mailboxes
so according to attached file, fortimail 1000D is for
Mid to large enterprise, education and government departments with up to
3,000 users
but number of mailboxes incase of server mode is equal to 1500 so what is the difference between two numbers
The recommended figures are for the traditional TP and Gateway mode deployments i.e. when not acting as the server. The server mode mailbox figures are for when FortiMail is being used as the MailServer i.e. hosting the email and delivering it to the user via webmail, POP3, IMAP.
