Though accessible, should access to the bulk/personal quarantine folder be granted to regular staff or only to IT Admins?

Most of the companies I know don't allow direct access to regular staff, only IT is allowed since they are trained on how to deal with such potentially dangerous mails.
Regular staff receive the quarantine report and then they contact FML admin to ask to release some legitimate e-mail, then IT admin checks if it is legitimate and safe before releasing the mail.
I think this is the safer approach.
