Can anyone tell me what is device action negotiate means in fortigate logs? Also what is device action monitored?

it will be helpful to show that specific log. "Negotiate" is a term used in many technical activities.
The authentication method "negotiate" translates to use Kerberos.
The TLS tunnels are build up with negotiating ciphersuites
IPSec tunnels are also build up with cipher suite negotiation.
All these examples have nothing to do with each other.
Negotiate typically can be read literally; to nodes are trying to negotiate something.
