There is a DNS error "dns resolve error" in the bottom of the last screenshot. You can check DNS settings in the CLI under "config system dns".

I have tried the proper DNS setup but still couldn't get the license in. Same goes to I change to 8.8.8.8 and 8.8.4.4. But what I just realised, you need to make the port1 as DHCP so it can have internet connection?

IP address should be either assigned statically or dynamically. Internet connection is required in order to verify the license unless FortiManager is used to verify the license.
