I have seen an issue with conserve mode on our 7.0.6 FortiGate 2 times a month
I check everything but i can't get the excat command to solve this so i make restart our firewall then the issue is fixed.

You can check which process is causing conserve mode
#get sys performance status
#diag sys top 4 50 (Run for 30 Sec and CTRL C to stop)
#diag sys top-summary
Once you have identified the process, you can restart that process.
This way, you will not have to restart the FGT.
