I have Fortigate 200b unit. I want to give an access to my internal web server to users outside. I read documentation about a port forwarding. But I have a small question. The VIP address can be the same as the external address of the interface ( the interface that connects your FortiGate unit to the Internet)?

yes, the external IP of a VIP can be the same as the interface IP. In that case you will want to set up port-forwarding however, so the VIP only applies to a specific port and forwards that to an internal IP and specific port.
