Is anybody else experiencing issues creating or updating installer packages at the moment?
It appears to possibly be an issue on Fortinet's side.

Edit: This is for v7.4.2 which has appeared in the FEMS console. I see in the support portal that v7.4.2 is actually not available for download. I tried setting up a separate v7.4.1 installer package, with auto-patch disabled, and I get the same error.

This 503 error code sounds like a known issue in EMS 7.4.0.
Please raise a FortiCare ticket for this for engineer to help you validate.
Your case engineer may ask you to upgrade to EMS 7.4.1 if you have not already.
You may mention Internal Case 1100221 and 1104771.
If you're unable to update or create new FortiClientEMS installer packages, ensure your user account has the necessary permissions. Check if you're using the latest version of FortiClient EMS and update if necessary. Clear the cache and restart the EMS server to fix any issues. Verify that EMS can communicate with FortiGate devices and check the logs for any errors. If the issue persists, try reinstalling FortiClient EMS or contact Fortinet support for further help. These steps should help resolve issues with updating or creating new installer packages.

It seems to me that after the above error occurs you cannot create any installers even ones that had been previously created.
I have tired rebooting the ForticlientEMS server, made sure the version is current, deleted all Forticlient installers.
I have the exact issue in 7.4.2. I opened a ticket with Fortinet on 12/6 and so far the only response is that they found the errors in my logs and they need to look into it further.
I have now rolled-back to a previous image of the VM that I run ForticlientEMS on and when I attempt to create an installer package for 7.4.1 (which was successfully created last month) it fails with the error mentioned in the original post.

We currently have an issue on FortiGuard server side. Please do not create a FCT 7.4.2 installer in EMS 7.4.x right now, otherwise all subsequent installer creation will fail.
FCT 7.4.2 is not officially released yet but it is mistakenly published to EMS 7.4.
Our Internal Team is trying to fix it now.

Thanks for confirming. I suspected, based on the 503, that the error was on your end.
Rather than replying to all responses above individually I just want to confirm I am running FortiClientEMS v7.4.1.
The installer packages I had were working up until yesterday when the installers tried to automatically update to v7.4.2 (installers set to patch to latest version in FEMS). Now I cannot create old installers (v7.4.1) and the patch process deleted the v7.4.1 installers on the server.
Thankfully I downloaded copies of the installers from the server for client deployments, so we can still onboard clients. The problem is one can't upgrade existing clients (through EMS) due to the old installers now being gone.
