Forticlient is giving problem

Hi fortinet team,

I recently bought and installed fortiems with 100 license,the system are remote location system,everything is working on fine where i have more bandwidth,but there are 2 system at a particular location where my bandwidth is only 2 mb,at that place forticlient is stopping my other application and services,if i am using both webfilter and application filter,but if i am disabling application filter everything is working fine,i reported it to fortinet tac also,but it seems that the tac is also uncomfortable with fortiems.

Please let me know,why on the system with lower internet speed the application filter is blocking normal application,disturbing whole internet,at other places it's working fine where speed is good.
