The client seems installed successful,but the Forticlient VPN cannot open console on win7 client.

Please navigate to the support portal or the forticloud >>>> support >>> firmware download>>select product >>forticlient and download the different version and they try to download it.
It's possible that there may be a bug or compatibility issue with your current version of FortiClient. Check for any available updates and install them to see if this resolves the issue.
