Forticlient SSLVPN on Android 9

I am having an issue with Forticlient 6.0.1.0183 on Android.  Our company exclusively uses iOS devices, but we have one employee with a personal Galaxy S9 running Android 9.  On this s9, the vpn appears to connect, but it will not pass traffic.  This user account works fine on iOS and Windows, so it's not a configuration issue on the router.  Our production SSL portal uses split-tunneling, so I thought it may be an issue with android downloading the routes.  I created a new SSL portal that did not use split-tunneling, but I get the same result.  I'm not very familiar with android, so I'm not sure how to debug or even confirm that forticlient will work with android 9.  Google play store shows v5.0 and newer, but was that written prior to android 9?
