Forticlient IPSEC vpn

Hey all, hit a wall here trying to get an IPSEC VPN up using the forticlient software. The application isn't even trying to send packets, there's something wrong happening under the hood. Debug logs show...

I've tried on multiple systems now, domain members and non, disabled AV and firewall, the works. However if I run wireshark, nothing ever even tries to come from my workstation. Can anyone determine what's happening from the debug output? I don't know what "Socket connect failed" really means. It's unable to create a listening socket?
