Forticlient EMS - VPN only license with EMS Management

In v7.0.7 of the FortiClient EMS licensing guide it states there is a VPN-only license, with EMS Management enabled.

Does anyone know the SKU for this, as I can't find it in the UK price list from Fortinet.

It seems this is an error in the EMS documentation.  Fortinet decided not to release this as a licensing option, and forgot to tell the documents team.
