I have a Cisco 8851 phone with an expansion module on it. The phone powers up and registers correctly, but I cannot get the expansion module to power up over POE.

What model FortiSwitch are you using. It appears the module just pulls the power from the phone which is getting PoE and negotiating its requires with the fortiswitch. With the 8851 you should be able to power 1 expansion module on 802.3af or 802.3at power.
Just curious if you resolved this problem? We are having the same issue on a 148 Full POE.
We had an issue with 1 expansion module so far out of 2. The issue was resolved by upgrading the expansion module and configuration changes in the cucm.
