FortiOS 7.0.9 and FortiLink ARP Weirdness

Has anyone else seen arp weirdness on 7.0.9 on FortiLink? There isn't anything in the release notes for 7.0.9 talking about FortiLink, but I've got a couple of cases I'm working on with TAC that seems like arp requests are not being properly handled by FortiLink. It's making me consider upgrading my environment.

Examples are Fortilink not responding to arp requests to vlan interfaces that reside on that interface. I'm seeing this on P2P circuits and an Internet circuit that does L2 rather than just routing our /28 public block. It's intermittent which makes it tough to troubleshoot. But clearly arp seems to misbehaving.

Can you shed some more details on this?

Sounds like you have a VLAN on the FortiGate with IP address assigned to it and devices connected to that VLAN on a FortiSwich are not seeing the ARP replies for that IP address? Is that right?
