Can anyone explain the risk of https://fortiguard.com/psirt/FG-IR-19-144 a little more

Is this a risk to the Fortigate itself, or just failure of the unit to check revocation lists in cert inspection?

it seems mainly related to authentication of the FortiGate, but it remains a bit weird Fortinet would release a critical bulletin just for that.
