Hello. Can someone tell me what the Internet service database named FortiNet-FortiGuard is used for? Don't know if I need to add it to a policy or not.

Looks like the list is used for allowing FortiClient to access FortiNet servers. I had a policy enabled that allowed access to this particular service database. The TAC said I didn't need it, so I disabled the policy. Upon reviewing the implicit deny logs, I found that machines I'm testing FortiClient on weren't able to access FortiNet servers. My sales engineer cleared up things for me. I've enabled the policy again and marked it as being for FortiClient use.
