We have a license for 100 hosts, what would happen if all 10 are connected and user 11 comes? is it blocked? Do you leave it isolated or do you let it pass into the network?
If I am already part of the 10 concurrent hosts and I turn off my laptop, in theory the license would remain at 9. A new user comes, will he connect to the network and use my license or will he not be able to use it and will be left without access?

if all licenses are consumed, new rogues will not be able to register and users will be impacted as FNAC will not be able to enforce control and move them to the expected production VLAN.
You can use dashboards to visualize and keep track of license count:
