I need to know the difference between FortiNAC Database Backup and System Files Backup.
Also if I need to backup all files to have the ability to restore them once time, if disaster happens.

What you are asking for is available in the Backing up and Restoring components guide in page 4 and 7.

Also, you need to restore both backups (Database and System backups), but keep in mind that if you spin up a new FNAC VM the MAC address and UUID will be changed. Hence, you need to open a ticket to swap the license.
If the FNAC is a VM, I would recommend you take VM snapshots, as well as remote backups to a FTP server to keep your backups in a safe location in case FNAC is not reachable anymore.
