I have this case with FortiMail 7.4.5 VM
FortiMail has the following configuration for sending quarantine report
config antispam quarantine-report
set schedule-hours 7 8 9 10 11 12 13 16
set schedule-days monday tuesday wednesday thursday friday saturday
set web-release-hostname aaaa.bbbb.com
set web-release-unauth-expiry 72
end
However, it only sends all reports at 09:00, despite new spam emails arriving at different times.
For example: a user received spam yesterday at 18:40. That email should have been included in today’s 07:00 report, but the report was never sent.
Another user received a spam email today at 09:15. It should have been included in the 10:00 report, but no new reports were sent after today at 09:00.
I tried running "execute reload cronserviced", but there was no change.

For the related domain config, under menu "Domain and User", edit the domain and check if the Quarantine report config is customized there or if it follows the global Quarantine report policy.

You nailed it!
The schedule was set in Security > Quarantine.
But in the protected domain configuration, under Advanced Settings > Quarantine Report Setting, it was set to use the domain schedule. And that schedule only had 09:00 enabled.
So, I made the modifications in the domain schedule, and now everything works fine.
