FortiGuard AntiSpam-IP rejects instead of discarding

Hello,

My FortiMail 200E keeps rejecting FortiGuard AntiSpam-IP entries.

This encourages the intruder for further attempts.

The log message says:

"FortiGuard-AntiSpam identified spam IP at connection: IP: 217.82.58.216, score: 3" (sometimes 2)

I would like to change this behaviour to discard.

I have changed all incomming policies and actions to discard, however they are still being rejected, not discarded.
