Is there any version of FGT KVM that allows you to create more than 3 firewall rules with an evaluation license for studies?

Any version up to and including 7.2.0 will have 14-day evaluation and the limit of 5 rules instead of 3.
To download these firmware versions you would need an active FortiCare contract, w/o it you can only download the latest FortiOS versions, which are limited to 3 rules.
