Could you check the internet connection on your FortiGate? Because Fortigate controls license status online from FortiGuard while activation. 

Also, your license size and machine size is compatible?

Ping is not enough. Could you check if there are port 443 connections to the addresses below? 

"execute telnet update.fortiguard.net 443"

• update.fortiguard.net
• service.fortiguard.net
• support.fortinet.com

Also, If the registration process is newly completed. You should wait a little bit.

How many "memory" and "CPU" licenses do you have? And how many "memory" and "CPU" are configured on your virtual machine. 

Also, could you send the output of this command?

i am using EVE-NG the license i was given grom fortinet is FortiGate-VM for all supported platforms - 1 x vCPU core unlimited RAM
