HI All,
May i know would it FortiGate Failover if an interface remains active but IP connectivity is lost? If yes, is it enable by default once configure HA? If no, is there any additional configuration to achieve it, like IP SLA in cisco HSRP?

I believe you are referring to the link monitoring not to the physical interface.
