I know how to disable and enable HTTPS/HTTP on my interface to disable outside access on my router but the question is: Is there a way to allow a specific public IP address to access my FortiGate login page and prevent other's IP to access it. Like I want it to be accessible on 2 public IP only.

You can use "trusted hosts" to restrict access to specific IP addresses. More information can be found at: Cookbook | FortiGate / FortiOS 6.0.0 | Fortinet Documentation Library
When possible, don't allow administration access on the external (Internet-facing) interface. To disable administrative access, go to Network Interfaces, edit the external interface and disable HTTPS, PING, HTTP, SSH, and TELNET under Administrative Access.
Select Forum Responses to become Knowledge Articles!
Select the “Nominate to Knowledge Base” button to recommend a forum post to become a knowledge article.
