FortiEMS using Fortgate in HA A/P

I currently have two Fortigates setup in HA Active/Passive, the HA is complaining of endpoint control out of sync.
I believe it has something to do with the certificate being authorized by two different Fortigates. Cant find a doc that shows setup of EMS in the security fabric of an HA pair.

Thought i would check here before opening a TAC ticket.

As per this document "in an HA scenario, an approval only needs to be made once to the HA primary unit. The remaining cluster members are approved silently."
