Just give some update. I done multiple of time uninstall using FCRemove provide by the support. At the end i just create new profile, install under new profile. It seem that FCRemove we're not remove the program completely. That my assumption.
If you want to try instruction from support.
Please use my attachment (FCRemove) to completely remove and clean the previous corrupted FortiClient application. You need run this tool in Windows SAFE mode so please boot your machine in SAFE mode then use this tool.
