It can be downloaded from support.fortinet.com. 

Login to support.fortinet.com > Click on Support (located on top bar) > Click Firmware Download > Select product FortiClient > Windows > Select the version > With the name "FortiClientVPNSetup_7.0.12.0572.exe" is a 32-bit forticlient VPN only.

Better open a support case asking Fortinet for the version. Also why you need 32 bits anyway?
