SOLUTION! (for me and one other user, at least).
Try a different internet connection before starting the installation. After I downloaded the exe file I unplugged from my home wifi and switched to my work phone's hotspot. And suddenly it works.

I have the same problem. I've tried switching my internet connection, including my mobile phone hotspot, but nothing worked.
Try using your phone hotspot or a different WIFI SSID.
Hey in case anyone else happens upon this post with this issue, I was able to get around this by installing it using Winget.

Select the “Nominate to Knowledge Base” button to recommend a forum post to become a knowledge article.
