FortiAuthenticator VM licensing

Hi, a customer has a couple of FortiAuth VM, one for tests and one for production.

In order to test a particular configuration, he needs to apply two licenses to expand the number of users available.

My question is: if he applies licenses to the test machine, is it possible to "export" the whole VM to another host device, and thus transfer licenses, since they cannot be used for another VM?
