I am unable to log in to the FAC via the GUI. Authentication is working however GUI access is not working cu. I can access FAC via CLI.

You may try connect your PC directly to FortiAuthenticator to isolate if there are network/firewall that blocking access to the FortiAuthenticator.
Log into the device's GUI via the same subnet (you can NAT if that's the only way). In the GUI navigate to system settings and check the allowed login subnets. By default the FAC on those versions don't allow you to log in if you're outside the subnet configured there. It's terrible especially for 3rd party supporters.
The problem is that authorization gives the error "Please enter correct credentials. Note that password is case-sensitive" at the same time the password passes through the console, trying from this subnet and directly

Are you using the same username that you access the CLI?
Are you using Admin user or a different administrator user?

Hi Ndumaj, I use a local admin account, I tried other users with admin rights
If all these are as you say... Are you sure you're not on the user auth portal instead of the management? Really you've already covered everything, most probably, I'd detach the device from the network (hopefuilly HA), grab my backup and just reset the box.
