FortiAP Offline/disconnected

I have 231Fs FortiAPs that show offline and disconnected to the FG.
They have been assigned the right vlan with all the recommended settings by Fortinet.
They are not able to attain an IP address even though there are other devices on the FortiSwitch working as they should through DHCP.
has anyone else seen this issue?. is there any solution?

FG version 6.4.15

FSW version 7.4.2
AP firmware 7.0

already tried these, doesnt seem to resolve the issue
