Firmware updates without Subscriptions?

Does fortinet allow for firewall firmware updates for firewalls without subscriptions? I have a customer asking about this and don' t really know as most of my customers all have subscriptions except for a few cheapies.

You need to have Forticare or a bundle Subscription in order to download firmware.
