Hello Reynolds,
I believe what is occurring was that after upgrading the unit, the managing the FortiGate from FortiCloud is in read only mode. Managing the FortiGate from the Cloud on this firmware requires a subscription. You can refer to that here: https://community.fortinet.com/t5/FortiGate/Troubleshooting-Tip-Read-only-access-when-accessing-Fort...
Alternatively, you can setup a IPsec Dialup VPN or SSLVPN to manage the FortiGate:
IPsec Setup: https://docs.fortinet.com/document/fortigate/6.2.16/cookbook/785501/forticlient-as-dialup-client
SSLVPN Setup: https://docs.fortinet.com/document/fortigate/6.2.16/cookbook/559546/ssl-vpn-full-tunnel-for-remote-u...

Hello,
Please verify that the Firewall IP is reachable or not to confirm the the Firewall is up and running . If Firewall IP is not responding , you will need the physical access to the Firewall and connect using console
