After 7.4, if you don't have an active license you can't upgrade your unit. You can just upgrade your unit to a minor version.
PS, this feature has been updated to 7.4.2. There are some changes. You can review these changes on this link.

I think you can upgrade your software because this is a minor upgrade.
Btw, what is the license expiration date of your firewall?

Please note that the build number for FortiOS V7.4.3 GA.is build 2726, not build 1157.
And yes, you can upgrade from 7.4.3 to 7.4.6.
